STRAIGHT TO THE SOLUTION

Open Steam Downloads. If disk activity continues, let local file processing finish.

If both network and disk activity remain idle, restart Steam and check free storage.

Steam → Settings → Downloads → Clear Download Cache. Have your login ready and retry.

Does this delete installed games?

The download cache is separate from the library. Steam may ask you to sign in again.
