Inspect free storage and disk activity in Steam Downloads. Do not interrupt active unpacking.

Close Dota 2. Clear the download cache in Steam Settings → Downloads and sign in if requested.

For write errors, repair the library folder in Steam Storage and retry updating.

Why is network traffic sometimes zero?

Steam also processes local files during updates. Zero network traffic alone does not mean a failure.
